i downloaded the file but when i go to open it it says cannot be decrypted what should i try doing to open it up....

The file is not decrypted at all. It may be a problem with your internet connection or you might not have an updated version of Adobe Reader. You can get that for free at http://www.adobe.com . If those are both taken care of and the file still will not work then try redownloading it, the file on the server is perfectly fine.
